50,000 Ghost Workers Sacked, More Than 200 Billion Saved In 2016 - Presidency

The Federal government payroll has been rid of 50,000 ghost workers, saving the country a huge amount of N200 billion. The amount N13 billion has been taken off the payroll monthly from February to December this year.

Speaking with State House correspondents at an interactive meeting to mark the end the year, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu announced that 11 persons championing the syndicate of ghost workers have been handed over to the Economic and Financial Crimes Commission, EFCC.
"The flagship program of the Muhammadu Buhari administration to rid the system of fraud and instill good governance is on course. Through a notable initiative, the Efficiency Unit of the Federal Ministry of Finance, the government has embarked on the continuous auditing of the salaries and wages of government departments.

"When the the Committee was constituted in February 2016, Federal government monthly salary bill was N151 billion excluding pensions. Now the monthly salary warrant is N138 billion, excluding pensions. Which means that the government is making a monthly saving of about N13 billion. That is from February 2016 to date," he said.

The Presidential spokesman added that the "the pension bill was 15.5bn monthly as at February. Now it is down to N14.4 billion, which means average monthly saving is made of about N1.1 billion."

He explained that the total number of ghost workers so far removed from the payroll is about 50,000 and that 11 persons championing the syndicate of the ghost workers have been referred to EFCC with some of them already undergoing trial.

Speaking on the welfare of the recently-released 21 Chibok Girls, Malam Garba said they are being treated as adoptees of the Federal Government but revealed that there is a lot of local and international interest in the future plans of the girls.

"A black American billionaire, Mr. Robert Smith who is currently sponsoring the education of 24 girls from Chibok, among them the first set set of escapees from Boko Haram at the American University of Nigeria, Yola has offered to pay for the education of the 21 released through negotiations and is offering to take responsibility for all the others who will hopefully be eventually set free. The Murtala Mohammed Foundation in the country is equally interested," according to the the Presidential spokesman.

Responding to complaints by some of the parents of the 21 Chibok Girls that they did not have enough room for interaction with their daughters brought home for Christmas by the Department of State Services,DSS the Senior Special Assistant to the President admitted that there were some hitches arising from a lack of understanding of the objective of the trip on the part of some security operatives but that following the receipt of this complaint, a directive has been given from the headquarters for the access by the parents to be eased. "If the situation persists, pls let us know so that the higher authorities will make a further intercession," he assured.

Addressing an issue of interest to a lot of the members of the governing party, the All Progressives Congress, APC concerning appointments into boards, Malam Garba assured that the process will be  fully back on track at the beginning of the new year.

" You know that the reconstitution began methodically, from sector by sector. You should expect that to resume at the beginning of the new year. The President has given directions on what to do," according to him.


On the agricultural programs of the administration, Malam Garba said that the President's persistent calls for a return to farming is yielding good results. "The talk about agriculture has driven people to the farm. This year, there is a huge boom in the rural economy. We have witnessed an excellent harvest. Farmers are getting value for their output. What has encouraged farmers the more is the increasing availability of extension services. New farming techniques are helping farmers to do their occupation better. The readiness of off takers to buy the produce is also a major boost.


"When you put all these together with the systematic move to curb importation as a boost local production through the restriction of the available foreign exchange to critically important sectors of the economy, you have favorable environment for the diversification of the economy.


" As we speak, several of the country's major manufacturing industries are actively backward-integrating- Nestle, Unilever, the breweries are looking what we have as local materials, changing their formulations to maintain production levels and keep their share of the market. Manufacturers who are hooked on import of raw materials are advised to re-strategize and take full advantage of local raw materials. The future belongs to those who employ the use of local raw materials," concluded the spokesman.

FG To Buy N400m Vehicles For Obasanjo, Jonathan, Other 5 Past Presidents And Their Deputies In 2017

The Federal Government will spend N400m on the purchase of vehicles for the nation’s former heads of government and their deputies in 2017.

The figure formed part of the N9.882bn budgeted for the Office of the Secretary to the Government of the Federation for the year.

According to the details of the 2017 Appropriation Bill currently before the National Assembly obtained by our correspondent on Tuesday, N280.099m was budgeted for the purchase of vehicles for seven former Presidents and Heads of State.
Further details showed that N120.090m would be used to procure vehicles for four former Vice-Presidents and ex-Chiefs of General Staff.

The nation’s seven living former heads of government include Gen. Yakubu Gowon (retd.); Chief Olusegun Obasanjo, Alhaji Shehu Shagari; Gen. Ibrahim Babangida (retd.); Chief Ernest Shonekan; Gen. Abdusalami Abubakar (retd.); and former President Goodluck Jonathan.

The four living former Vice-Presidents and ex-Chiefs of General Staff are former Vice-President Alex Ekwueme; Commodore Ebitu Ukiwe (retd.); Gen. Oladipo Diya (retd.), Alhaji Atiku Abubakar and former Vice-President Namadi Sambo.

The budget details did not indicate the number of vehicles that would be bought for each of the former leaders. The brands of the vehicles were also not disclosed.

Apart from the leaders, the office of the SGF will also buy N32m vehicles for offices and units in the office.

The government will also spend a total of N170m on the nation’s Independence Day and Democracy Day celebrations.

While Nigeria’s Democracy Day holds every May 29, Independence Day holds every October 1.

Both ceremonies have not been marked lavishly since the inception of the present administration.

The office is also expected to spend N1.322bn on the procurement and installation of security system across selected Ministries, Departments and Agencies.

The number of MDAs that will benefit from the procurement is not disclosed in the details.

The office will also spend N104.586m on what it called support and maintenance of e-council document management; it will spend N290m on electronic document and content management system and another N45m on electronic document management and archival system in the OSGF.

Upgrading and maintenance of Council Chambers Conference System will gulp N55m; N35m will be spent on one Xerox D125 photocopy machine; N20.8m on purchase of 52 laptop computers; N54.35m for the purchase of equipment for the production of staff identity cards and installation of file tracking system; and N5m for the OSGF website.

Another N3.8m is budgeted for the purchase of what is called multi-functional photocopy machine for the Procurement Department and N29.5m for archival project Phases I, II and III for cabinet secretariat document and file organization.

Nexus 6P Owners Are Reporting Bootloop Issues On Their Phones

While the Nexus 6P is barely a year old, it already feels ancient if only for the fact that Google has doomed the Nexus line with the introduction of the new Google Pixel smartphone range. Its fate is further sealed for some users who upgraded it to the latest Android 7.1.1 Nougat because it caused the device to be stuck in a boot loop.


Nexus 6P Boot Loop Problem
One of the affected owners has posted his dilemma on Reddit.
Android Nougat has been teased and demonstrated left and right so you may be assured that upon discovering that a Nougat update can be installed on his Nexus 6P, this user promptly upgraded his Nexus 6P with alacrity.

His enthusiasm immediately turned to dread when his device can no longer get past the boot screen. What is worse is that the problem persisted even if he tried his older Android version.
He tried several other workarounds such as a reset and the installation of other Android versions. Unfortunately, his device seemed to have been bricked.

Nexus 6P
If you do some digging, you will be able to find that the same problem has surfaced at least three months ago after other Nexus 6P owners complained the same boot loop problem post Nougat update.

Google's Response
Google has already issued a statement regarding the problem but it did not include any fix.
"We understand that a very small number of users are experiencing a boot loop issue on you device," Google said in a Reddit thread. "We are continuing to investigate the situation, but can confirm that this is strictly a hardware related issue."

The statement has been posted several months back and so far there is no word yet about the result of such investigation. It is also worth noting that Google has already declared that the boot looping is strictly a hardware issue and promptly directed users to contact the place of purchase for repair and warranty concerns.

However, some users argue that if it is indeed a hardware problem, then why other devices such as the Nexus 5X experience the same bootlooping problem after upgrading to Android Nougat.
"How is it that two separate vendors, Huawei and LG, both have the same issue, which became evident following the same common event, which was a software upgrade?" a user called mcirtain commented on the Google statement.

Deliberate Aging
There are observers who believe that the Nexus 6P and all other handsets that came before it is no longer accorded the same interest at Google. What is worse is that many Nexus devices also start encountering problems that they have never faced before.

Tech Times has already reported that many Nexus 6P owners have been complaining that their handsets are shutting themselves down even when their phones are posting 15 to 20 percent battery life.

There is an emerging claim that Google may be deliberately aging its Nexus line, which is also aligned with the concept of tech obsolescence.

To put this in context, one can turn to a strategy adopted by Samsung to facilitate the pullout of the Galaxy Note 7 from the market. To discourage usage, Samsung has been deploying software updates that prevent access to key features such as cellular connectivity and full battery life. The company is even planning to release a patch that will permanently brick the Note 7 so people would start ditching it for safety reasons.

It is not yet clear if Google is following the same approach. However, if this is true, the company could actually get away with it because the Nexus line is already dead anyway. This is unfortunate since the 5X and most especially the 6P sport decent specifications that could still satisfy the demands of the latest Android systems.

Tesla CEO Elon Musk Compares 350 kW Supercharger, V3 Charger To A Children's Toy

To boost sales of its Model S, Tesla rolled out an all-encompassing Supercharger network for users to charge their Tesla vehicles on for free. This was a genius move for the company, as one of the underlying worries inherently part of owning a Tesla vehicle is that it seemingly wasn't ideal for long car trips and possibly even lengthy commute times because its battery might die mid-transit.

Expanding The Supercharger Network
The past few years saw Tesla greatly expand its Supercharger network, and today there are now more than 769 of them stationed across the United States and other locations outside the country. Seeing as Tesla has never been complacent on its own success, words is now circulating that the company has ambitious plans in store to drastically beef up the overall Supercharger experience.

An Improved Supercharger
Elon Musk, Tesla's CEO, has recently responded to a tweet that queried about forthcoming Supercharger enhancements. Not only was Musk able to hint at the possible integration of solar arrays into Supercharger stations, but he also teased that the third-generation Supercharger is poised to surpass its predecessor and contemporaries by leaps and bounds.

To offer a perspective about the power capacity of the forthcoming third-generation Supercharger, Elon Musk said than even 350 kW would be like a child's toy. Keep in mind that most Supercharger stations today only have a capacity of 120 kW.

Supercharger stations have been more crowded of late because Tesla has been selling more vehicles in recent years. The company introduced a fix, sort of, last month that promised to give 1,000 miles worth of Supercharger credits for Tesla vehicles to be purchased in 2017. Afterward, the owners would have to pay for access to Supercharger, though its cost is almost negligible. For comparison's sake, Musk has noted that Supercharger access costs less than filling up the tank of a non-electric vehicle.

But the real shocker here is Musk calling 350 kW more fitting for a child's toy. Normally, EV fast charging for non-Tesla vehicles is at 50 kW. There is, however, a 350 kW Combined Charging System standard set in place, and the first 350 kW charging station is under construction in the United States, though it's not clear what models can take advantage of this technology.

Elon's response suggests a far more powerful charging system, and while no concrete plans have been elaborated by the consummate entrepreneur, his vision, more often than not, comes into fruition.
It remains to be seen what becomes of this third-generation Supercharger, but the only sure thing is that it holds power at an extremely greater scale than current standards.

Tesla is an American independent automaker and energy storage company helmed by Elon Musk, who manufactures electric vehicles, some of which at affordable prices for the average consumer. It has installed Superchargers across North America, Europe, and Asia. It also offers a "Destination Charging" program for owners of its vehicles, wherein shops, restaurants, and other establishments offer fast chargers for customers.

Nokia D1C Specs And Images Get Leaked: 2 Variants Running Android 7.0 Nougat Revealed

Nokia's new push into the smartphone market will likely be led by the rumored D1C Android device. The company, however, already has released several cheap feature phones in the market.

It is already a done deal: Nokia is poised to make its grand comeback not with one but an array of Android devices next year.
The recent leak on this front involved two variants of the so-called Nokia D1C, which have both been dropped in our midst with clear images that show not only the purported hardware but also the Android version they will be sporting straight out of the box: Android 7.0 Nougat.

The Nokia D1C is one of the most leaked, underscoring the likelihood that it will indeed get to see the light of day and it will probably be one of the devices that will be released first.
It has already dropped by AnTuTu and Geekbench, jaunts that you may be sure have revealed the device's internals.

With the latest leak, we now know that the D1C is a budget handset. It could ship with a Full HD display, a 13-megapixel rear-facing camera, 4 GB of RAM and a Snapdragon 600 chip. This last should cement its mid-range credentials.

The recent report, however, revealed that the other variant could be a higher end version of the Nokia D1C or even Nokia's very own flagship itself. The leak has not provided more detailed information save for the claim that this device will have a larger 5.5-inch display. Interestingly, the two variants are said to have the same resolution.

More About Nokia's Makers
There is a bit of confusion as to what company is really behind Nokia's comeback. There are those who say that Nokia itself, which is now in the business of telecommunications equipment manufacture, is staging the Nokia smartphone's relaunch. This is based on the company's presentation in a meeting with investors last Nov. 15 where a slide alluded to Nokia's return as a smartphone brand next year.

On the other hand, there is also the fact that HMD Global, the company that licensed the Nokia brand from Microsoft and poised to release the Android-powered handsets is a separate business entity. It is a startup founded by former Nokia executives and they have partnered with Foxconn to get Nokia back into the smartphone game.

Facebook CEO Mark Zuckerberg Builds 'Jarvis' Software Butler for His Home

Mark Zuckerberg's artificial intelligence-imbued software "butler" - named Jarvis - is now in service, and even plays with his family, the Facebook chief said Monday.

Zuckerberg took on the personal project this year, devoting about 100 hours to making a system inspired by the "Iron Man" film character Jarvis as a virtual assistant to help manage his household.

"In some ways, this challenge was easier than I expected," Zuckerberg said in a post on his page at the leading social network.

"In fact, my running challenge (I also set out to run 365 miles in 2016) took more total time."

Jarvis is not a physical robot, but an application Zuckerberg can access through his phone or computer to control lights, temperature, music, security, appliances and more.

The software learns his tastes and patterns, as well as new words or concepts, and can even entertain his one-year-old daughter Max, according to Zuckerberg.

Knowing faces
Natural language processing and facial recognition capabilities were built into Jarvis, enabling it to understand spoken or texted commands and recognize who is issuing them, Zuckerberg noted.

The software can determine when a guest at the door is expected and let them into the home, while notifying the family that someone has arrived, according to the post.

"One aspect that was much more complicated than I expected was simply connecting and communicating with all of the different systems in my home," Zuckerberg said.

"Most appliances aren't even connected to the internet yet."

Assistants such as Jarvis would not only need devices in homes to be linked to the Internet, they would have to run on common standards, according to the Facebook co-founder and chief executive, who returned to his software-writing roots for the project.

His foray into AI also impressed upon him the importance of getting software to understand context, such as who is speaking and where they are.

"When I tell it to turn the AC (air conditioning) up in 'my office,' that means something completely different from when Priscilla tells it the exact same thing," Zuckerberg said, referring to his wife.


"That one caused some issues!"

Similar problems could arise when asking for music to be played without the AI being told which room, especially if a napping baby is a factor.

The more context AI has, the better it can handle open-ended requests, he noted.

"At this point, I mostly just ask Jarvis to 'play me some music' and by looking at my past listening patterns, it mostly nails something I'd want to hear," he said.

Zuckerberg said he tends to text his Jarvis using a 'bot' he built for the Facebook Messenger service instead of speaking to it, mostly not to disturb people around him.

AI personality
Speaking to the AI had the psychological effect of making him think of it more as a real person, he noted.

"Ever since I built voice into Jarvis, I've also wanted to build in more humor," Zuckerberg said.

"Part of this is that now it can interact with Max and I want those interactions to be entertaining for her, but part of it is that it now feels like it's present with us."

He told of teaching the AI a game in which they ask it who they should tickle, and Jarvis randomly picks someone in the family, including the dog, to target.

Zuckerberg planned to continue improving Jarvis, and said he was more convinced than ever that AI technology would improve greatly in the coming five to 10 years.

"I'd love to have Jarvis control my Big Green Egg and help me cook, but that will take even more serious hacking than rigging up the T-shirt cannon," he said, referring to a popular brand of ceramic cooker.

"In the longer term, I'd like to explore teaching Jarvis how to learn new skills itself rather than me having to teach it how to perform specific tasks."

AI is getting a foothold in people's homes, starting with devices such as Amazon Echo and Google Home speakers which links to personal assistants to answer questions and control connected devices.

Nokia Sues Apple for Infringing Patents, Industry Back on War Footing

Nokia Corp said on Wednesday it had filed a number of lawsuits against Apple Inc for violating 32 technology patents, striking back at the iPhone maker's legal action targeting the one-time cellphone industry leader a day earlier.

Nokia's lawsuits, filed in courts in Dusseldorf, Mannheim and Munich, Germany, and the US District Court for the Eastern District of Texas, cover patents for displays, user interfaces, software, antennas, chipsets and video coding.

"Since agreeing a license covering some patients from the Nokia Technologies portfolio in 2011, Apple has declined subsequent offers made by Nokia to license other of its patented inventions which are used by many of Apple's products," Nokia said in a statement.

Apple on Tuesday had taken legal action against Acacia Research Corp and Conversant Intellectual Property Management Inc, accusing them of colluding with Nokia to extract and extort exorbitant revenues unfairly from Apple.

"We've always been willing to pay a fair price to secure the rights of patents covering technology in our products," said Apple spokesman Josh Rosenstock. "Unfortunately, Nokia has refused to license their patents on a fair basis and is now using the tactics of a patent troll to attempt to extort money from Apple by applying a royalty rate to Apple's own inventions they had nothing to do with."
Acacia and Conversant did not immediately respond to requests for comment, and Nokia was not immediately available to comment on the Apple lawsuit.

The legal action by Nokia and Apple appear to mark a revival of the "smartphone patent wars" that began five years ago, when Apple filed a series of patent infringement cases against Samsung Electronics around the world, with wins and losses on both sides.

Apple's lawsuit against Acacia, Conversant and Nokia was filed only one day after Ottawa-based Conversant named Boris Teksler as its new chief executive. He had worked as Apple's director of patent licensing and strategy from 2009 to 2013, the latter half of his tenure overlapping with the lawsuits against Samsung.

Acacia is a publicly traded patent licensing firm based in Newport Beach, California. One of its subsidiaries sued Apple for patent infringement and was awarded $22 million by a Texas jury in September.

Similarly, Conversant, which claims to own thousands of patents, announced last week that a Silicon Valley jury had awarded one of its units a $7.3 million settlement in an infringement case against Apple involving two smartphone patents.

Nokia, once the world's dominant cellphone maker, missed out on the transition to smartphones triggered by Apple's introduction of the iPhone in 2007.

The Finnish company sold its handset business to Microsoft two years ago, leaving it with its telecom network equipment business and a bulging portfolio of mobile equipment patents.

But this year, Microsoft sold its Nokia-feature phone business to a new company called HMD Global.

Nokia agreed to a 10-year licensing deal with HMD, which continues to market low-cost Nokia phones and plans to introduce new Nokia smartphone models next year.

So, I think you are really missing the point of having a note. Perhaps, one day when you have throw your tablet and laptop, you'll appreciate what note gives you. I do, since after I owned note 2, I only carry one thing in my pocket, and one thing only. Galaxy Note. It holds my rfid keys, my cards, my meeting moments, my drawings, my reminders, my business secrets, CCTV videos, my signed contract agreements, and many other thing. With this one device, I don't need any tablet nor notebook, not even agenda or scrap paper and definitely not a traditional pen.
The other person can also see things in this way.
As a rabid fan of the Note series, I'm stunningly disappointed in this release. Samsung has again crippled this phone, as they did with the Note 5. How so?

1) No removable battery is a *terrible* thing to do to a phone, saddling users with a battery that degrades from day 1 (even more so when using quick-charge technology) and no way to replace the battery without a huge bill. Plus, no matter how fast your fast charging tech is, it can't go from 0% to 100% in less than 30 seconds like the Note 4 can. 

If LG can find a way to keep removable batteries (and it's done it well with the G5, and with the almost-ready V20) then Samsung has NO excuse. When your battery dies and you're not lugging your charger & cord, and close to an outlet... enjoy your $1000 paperweight.

2) Removing the IR blaster for TV/Stereo/etc remote control is hugely aggravating. The Note 3 and 4 were excellent universal remote devices, and now we're back to 4 remotes sliding down the couch cushions next to the popcorn kernels. Great.

3) Removing the shatter-proof back of the phone, replacing with glass that often breaks when dropped. I swear if I hear one more wanna-be hipster saying "but muh premium materials!" I'll grab him by the man-bun. Seriously, tech journalists are *just* as guilty for making this an issue, when it simply is not. Hey newsflash: Your $1000 phone belongs in a case!! And now your fancy premium finish (which you just sacrificed several key features for) is moot. Happy now??

4) Only 4GB RAM. Seriously Samsung? Google is about to release the first ever version of Android which properly supports real multi-tasking (where RAM is key), and you give us the same tired 4 Gigs of RAM as last year's phone?? When it's proven possible to go 6 Gigs, because that's what you're releasing in CHINA??? Wow. Just wow.

5) Only 64GB onboard storage. Again, in 2016 this is a crime. Yes, you can add a 256GB microSD card but really, in a flagship phone, 64 is a minimum, not a maximum spec.

So there are 5 key areas that the Note 7 is seriously flawed, and very arguably a downgrade from the Note 4. But Techradar's review calls it the perfect phone... Seriously? LG's V20 flagship (removable battery, IR blaster, second screen, Quad DAC hi-fidelity audio, Android Nougat, etc etc) is shaping up to be a MUCH better phone, if you can live without the stylus. Save your money and wait for the V20.

Obama's last coal rule likely headed for the chopping block in Congress

The Obama administration's years-in-the-making rule to protect streams from mountaintop removal coal mining is on track to go into effect a day before President-elect Donald Trump takes office, meaning Congress will have to step in to kill it quickly.

Trump has railed against regulations on the coal industry in general, although he has not specifically addressed the Interior Department's stream rule, which has been in the works since 2009 and was finally released Monday. His pick to be Interior secretary, Rep. Ryan Zinke (R-Mont.), is an ardent coal backer and has called for Congress to block the rule. Zinke would be in charge of unwinding the rule, but that process could take years through normal administrative channels. A quicker route runs through Congress, where Republicans are assembling a hit-list of recently passed rules they can block with little recourse from Democrats.


“It is disappointing, but certainly not surprising, that the Obama administration has decided to pursue this last-ditch effort to further harm West Virginia coal jobs," said Shelley Moore Capito (R-W.Va.), who says the rule will hurt miners in her state. "Fortunately, the decision by voters last month makes today’s announcement by the Office of Surface Mining an exercise in futility. Working with President-elect Trump and our Republican congressional majority, I am confident that we will be able to use the Congressional Review Act to stop this rule from taking effect.”

Sen. Joe Manchin (D-W.Va.), who cosponsored a bill with Capito and other Republicans that would have effectively blocked the stream rule, did not specifically mention the CRA in a statement on the rule Monday. But he said he would "pursue legislation to ensure it does not harm our coal mining communities and economies.”

The Obama administration did not brief outside green groups ahead of the rule's release Monday, a step it has taken with major rules in the past, said Thom Kay, a senior legislative representative for Appalachian Voices who has participated in previous briefings.

Some environmentalists expressed surprise that the Obama administration essentially forced the stream rule into a GOP firing line, practically guaranteeing its repeal in some form. Trump’s electoral victory last month quickly spurred speculation that Interior might shelve the rule rather than finalize it, in order to avoid a CRA showdown that could prevent the department from ever updating the rule again.

While some green groups are upset the Obama administration was not more aggressive, others are planning to defend the rule as a modest step to improve water quality in the coalfields, in line with Trump's previous insistence that he favors "clean" air and water without unduly harming businesses.

"I just hope people read it before they propose killing it. It’s very different than the proposed rule. One of the primary pieces in the monitoring, so if there is a big change in water quality because contaminants get into the water supply, they can be addressed immediately," said Collin O’Mara, president and CEO of the National Wildlife Federation. "I’m hoping that folks take a look at the changes that were made and how the concerns that were raised were addressed, but it’s going to be a difficult rule to protect."

Republicans have been critical of the Obama administration’s rulemaking since 2011 when a leaked internal document estimated an earlier version of the rule would cause coal mining job losses in excess of 7,000. Interior has long disputed that figure and argued the revised rule would end up creating jobs in coal communities.

The final rule estimates an annual average employment gain of 156 jobs between 2020 and 2040, largely because of increased reclamation work — including annual coal mining job losses of 124, compared with 280 jobs gained each year from implementation.

Congressional leaders will have to decide which rules to prioritize, but given Trump’s campaign promises to restore the coal industry by repealing regulations, this rule presents a tempting target that would showcase immediate results early in his presidency.

"We want clean air. We want clean water. But to do that, you don't have to destroy our country and destroy our businesses," Trump said at a rally in North Carolina earlier this year.

Repealing the stream rule is unlikely to prove a panacea for the ailing coal industry, which has declined for decades under administrations of both parties, because of technological changes, environmental regulations and competition from cheap natural gas. A recent Energy Information Administration report found that coal production in 2015 was at its lowest since 1986, with Appalachia seeing an even stronger decline. Employment in coal mines was at just less than 66,000, the lowest level EIA had seen since tracking began in 1978.

Still, the National Mining Association immediately called for lawmakers to pass a CRA resolution, which would not only kill this rule but would prevent Interior from ever issuing an update that is “substantially the same” in the future.

CRA resolutions, which cannot be filibustered, are subject to up to 10 hours of debate in the Senate and can only be used within 60 legislative days of a rule's enactment, limiting the number that Republicans could push through given a heavy workload to confirm political appointees and start on their own legislative agenda, including overhauling the tax code and repealing the Affordable Care Act.

Congress may only have time to undo two or three energy rules with CRA resolutions, given the floor time they require and the desire to target non-energy rules as well, and the stream rule is a prominent target for one of those spots, according to a note to clients from analyst Kevin Book of ClearView Energy. (Interior's recent venting and flaring rule is "a strong contender for the No. 2 position," he added.)

“I look forward to working with the Trump administration to overturn this unparalleled executive overreach and implement policies that protect communities forsaken by this administration,” House Natural Resources Chairman Rob Bishop said in a statement.

There are no “concrete” plans for a CRA vote, said Bishop spokeswoman Molly Block. But it’s on the list for consideration, she said, along with the Bureau of Land Management’s recent venting and flaring rule. Repealing older regulations despised by the GOP, including the Clean Power Plan and the Waters of the U.S. rule, would require more lengthy and more difficult administrative rulemakings that could take years, or securing 60 votes in the Senate to amend the laws underlying them.

The CRA has been used only once successfully, to kill an ergonomics rule finalized in the final days of Bill Clinton’s administration. But observers expect that the Republican-controlled Congress will exercise that power significantly to attack Obama regulations across the board early next year.

Interior spokeswoman Jessica Kershaw declined to discuss the potential for Congress or Trump to roll back the rule, saying only that the department “is expected to carry out applicable laws that guide our mission of responsible stewardship of public lands, water, and wildlife management and that is what we will continue to do ... no matter who the president is."

The stream rule, out of Interior’s Office of Surface Mining Reclamation and Enforcement, is the broadest regulation directly affecting coal mining since the Labor Department cracked down on safety violations following the 2010 Upper Big Branch mine disaster that killed 29 miners.

“This updated, scientifically modern rule will make life better for a countless number of Americans who live near places where coal is being mined,” said OSM chief Joseph Pizarchik.

It updates a 1983 regulation aimed at protecting streams from the effects of mountaintop removal coal mining, particularly in Appalachia. A George W. Bush-era rewrite that drew environmentalists’ scorn never went into wide effect, and ultimately was tossed out by a federal judge.

The updated regulation keeps in place a 100-foot buffer zone around most streams, even intermittent waterways. It strengthens other aspects of the rule, requiring companies to establish baseline pollution levels in waterways before mining begins for better impact management during and after mining, as well as new details on how to restore and protect plants and wildlife.

Several green groups have also argued that the Obama update was too moderate and didn’t go far enough in light of scientific advances in understanding mining’s effects on water and aquatic life.

“Though it isn’t perfect, the Stream Protection Rule does provide important protections that can help keep coalfield communities safe and takes steps toward holding coal mining companies accountable,” said Dalal Aboulhosn, the Sierra Club’s deputy legislative director for land and water.

Kay said he was "disappointed" the rule didn't go further to curtail mountaintop removal mining.

“Moving forward, the Trump administration should be focusing on ways to diversify and strengthen Central Appalachia's economy, rather than taking on a political fight against a moderate and reasonable rule,” he said.

Trump cruises to Electoral College victory confirming he will become the 45th US President despite protests

There were many protesters Monday as electoral voters cast their votes Donald Trump won the Electoral College vote Monday — ensuring he will become America's 45th president. An effort by anti-Trump forces to persuade Republican electors to abandon the president-elect came to practically nothing and the process unfolded largely according to its traditions. Trump's polarizing victory Nov. 8 and the fact Democrat Hillary Clinton had won the national popular vote had stirred an intense lobbying effort, but to no avail.

Even one of Trump's fiercest Republican rivals, Ohio Gov. John Kasich, said it was time to get behind the president-elect.

"We want unity, we want love," Kasich said as Ohio's electors voted to back Trump at a statehouse ceremony.

Kasich had refused to endorse Trump saying he was unfit.
Donald Trump took to his twitter page to thank the voters.




He got 302 votes surpassing the 270 votes needed to secure his presidency.

President Buhari Orders Investigation Of EFCC Boss And Secretary To The Government Of The Federation

President Buhari ordered the investigation of top officials of his administration who have been accused of corruption. According to a statement by his spokesperson, Garba Shehu, indicated the president’s directive. The statement reads: 

"The attention of the presidency has been drawn to a number of reports in the media, in which various accusations of corruption have been leveled against some top officials in the administration. In that regard, President Buhari has instructed the Attorney General of the Federation to investigate the involvement of any top government officials accused of any wrong-doing. If any of them are liable they will not escape prosecution."

Although the statement did not mention any specific officials, the Secretary to the Government of the Federation, Babachir Lawal, and the Acting Chairman of the anti-graft EFCC have both been accused of corrupt practices.

Mr. Lawal was indicted by the Senate of making millions of naira of public funds from non-executed contracts in the troubled north-east using one of his companies. The Senate has since asked for his suspension and prosecution, although he has denied any wrongdoing.

Mr. Magu’s confirmation as substantive chairman was blocked by the Senate last week. The Senate based its decision on a “security report” believed to have emanated from the State Security Service, SSS. A fact-check of the content of the report by foremost newspaper, PremiumTimes, however, revealed most of the allegations were false.

Ekiti State Governor, Mr. Ayodele Fayose, on Sunday lashed out at some clerics who had predicted that he would be impeached or removed from office in less than a year after his assumption of office.

Fayose said negative prophecies against him will always fail because he is God’s project whose destiny is only determined by God.
According to a release by the governor’s Chief Press Secretary, Mr. Idowu Adelusi, on Sunday, Fayose, also warned his aides against betrayal or subversive actions, saying whoever does that would
only have himself to blame.

“God knows everything and for Ekiti and her people, we are going forward and with God all things are possible. In January this year, a cleric said I would be removed in 2016 and I am still here by God’s grace. On April 22, 2015, somebody said myself and Governor Olusegun Mimiko of Ondo State would be removed from office, but I am still here.

Fayose declared in Ado-Ekiti during the annual Christmas Carol Service at the Government House, that whatever God has purposed for him could not be altered by mere wishes of men.

“My enemies can’t change my destiny. I am God’s project and all that he plans for my life will come to pass, no matter how bitter some people feel. Anybody with a negative prophecy against me and this state will fail. We won’t lose any battle in Ekiti.
God is bound by His words and will accomplish them,” he said.

Breaking! Martin Sheen and other celebrities urge electoral college to block Trump at Monday's electoral vote

Pressure on members of the US electoral college to select someone other than Donald Trump has grown dramatically making some to waver, but yielding little evidence Trump will fall short when electors convene in most state capitals Monday to cast their votes.
Actors like Martin Sheen (Charlie Sheen's father), Debra Messing are joined by a host of other celebrities - including musician Moby - to ask Republican electors to not cast their vote for President-elect Donald Trump on 19 December.
The argument put forward in the Unite for America clip is simple - Mr. Trump is not fit to be president of the United States, therefore members of the Electoral College should block his entry to the White House.

"Our founding fathers built the Electoral College to safeguard the American people from the dangers of a demagogue and to ensure that the presidency only goes to someone who is, to an eminent degree, endowed with the requisite qualifications".

Carole Joyce of Arizona expected her role as a GOP elector to be pretty simple: She would meet the others in Phoenix and carry out a vote for Trump, who won the most votes in her state and whom she personally supported. But then came the mail and the emails and the phone calls — first hundreds, then thousands of voters worrying Trump’s impulsive nature would lead the country into another war.

“Honestly, it had an impact,” said Joyce, a 72-year-old Republican state committeewoman. “I’ve seen enough funerals. I’m tired of hearing bagpipes. . . But I signed a loyalty pledge. And that matters.”
There are 538 men and women who are scheduled to meet Monday across the country to carry out what has traditionally been a perfunctory vote after most every presidential election. The role of elector has intensified this year, in the wake of a bitter election in which Trump lost the popular vote by a margin of nearly 3 million. Donald Trump won last month's presidential election, the idea was that these elite “electors” would make up their own minds on who should be president, rather than having the American people actually vote on the matter. So this seems to many like a transparent attempt for the losing side to change the election result
To be clear: Considering who the electors pledged to Trump are, how many are pledged to him, what they’ve said publicly, and the existence of American norms that have been built up over hundreds of years, it is incredibly unlikely that there will be any Electoral College surprise.

Thirty-seven electors would need to defect from Trump’s camp to deprive him of the Electoral College majority he needs to become president. But only one of those 306 electors pledged to him has publicly said he’s revolting. A survey of electors by the Associated Press and a whip count by the RNC both failed to turn up any others who said they’d do so.

On Thursday, Joyce said she received so many letters that the letter carrier just gave her a U.S. Postal Service bucket filled to the brim. “I’m sorry this is happening to you,” Joyce recalled the letter carrier saying in a phone interview.

While some electors have complained of harassment, Joyce shrugged off the mail and placed it all on a sofa decorated with American flag pillows. “This is America,” she said, adding that most of the messages were thoughtful. “People have a right to say what they want.”

On Friday, she said, her emails became more positive. The messages were from Republicans, thanking her for taking Trump to the finish line of an arduous process. “How refreshing!” she said.

Breaking! Uganda Court Calls On Interpol To Arrest Wizkid, Sunday Are Over US$60,000 Contract Breach

The recent cancellation of Wizkid all upcoming performances as a result of medical advice given to him by is doctor, have result to serious issue. Face TV, through its lawyer, Fred Muwema, has obtained a warrant of arrest for the singer, who allegedly failed to honor a US$60,000 contractual obligations to perform at a concert in Uganda on December 3.
The warrant, issued by the Buganda Road Court, has directed the International Police (Interpol) and Uganda Police to arrest Wizkid. The warrant reads: “To: Any police officer, Uganda police force/international police (Interpol).

Whereas Sunday of Lagos Nigeria. Stands charged with the offence of; C1: Obtaining money by false pretense contrary to section 305 of the penal code act. C11: cheating contrary to section 307 of the penal code act.

You are hereby directed to arrest the said Sunday Are and produce him before me on or before the 16th day of January 2017.” The order was issued today by Magistrate Baligeya Moses Mufumbiro.

According to Muwema, Wizkid’s manager Sunday Are was paid the full performance fee of US$60,000, a brokerage fee of $5,000 and $3,000 as per diem for the days Wizkid’s group was going to stay in Uganda.

“Our client then incurred substantial expenses in booking and re-booking flights, hotel, venue, advertising and promotions for the concert, which expenses grossed over $300,000.

In the meantime, more than 25,000 Ugandans paid for tickets in advance in anticipation of the Concert. To our client’s dismay and utter shock, Wizkid and his troupe did not show up for the Concert despite assurances were made up to the very last minute.

This misconduct by the accused has not only damaged the name and reputation of our client.” In response, the court issued the arrest warrant against both Wizkid and his manager Are.
